The continuous growth of smart communities and everincreasing demand sending or storing videos, have led to consumption huge amount data. video compression techniques are solving this emerging challenge. However, H.264 standard can be considered most notable, it has proven meet problematic requirements. authors present (BPMM) as a novel efficient Intra prediction scheme. We say that the creation our proposed technique was in phased manner; it's emerged proposal achieved impressive results performance parameters ratios, bit rates, PSNR. Then second stage, we solved challenges overcoming obstacle encoding bits overhead. In research, try address final phase codec introduce approach global manner through realization decoding mechanism. For evaluation scheme, utilized VHDL platform. Final success pass bottleneck phase, since decoded videos same PSNR encoder tells us, while preserving steady ratio treating aspire BPMM algorithm will adopted reference design ITU.
